With 36.3 million registered vehicles on the road as highlighted in news reports, which surpassed the country’s population of 32.4 million, it’s evident that many Malaysians favour private vehicles over public transports to get around. This could be due to a preference to travel in a private space and lack of public transportation infrastructure in certain areas, especially smaller cities.
With a generally more affordable price tag, a motorcycle is the more economical option compared to buying a car. Motorcycles also do not require as much petrol and the maintenance could be cheaper as well. As traffic congestion continues to be an issue in the country, some may consider getting a motorcycle for their daily short-distance travels.
Types Of Motorcycle Licences
In Malaysia, the licensing of motorcyclists is governed by the Road Transport Department, also known as Jabatan Pengangkutan Jalan (JPJ).
You need to be at least 16 years old to sign up for a motorcycle course at driving institutes.
There are three categories of motorcycle licences, which are class B1, B2 and B, for motor vehicles with different engine capacities.
- Class B1 licence: allows you to drive motorcycles with an engine capacity of 251c to 499cc
- Class B2 licence: allows you to drive motorcycles with engines below 250cc
- Class B licence: serves as a dual licence, which allows you to drive vehicles classified under Class B1 and superbikes with an engine capacity of 500cc and above
The government has recently announced a special transition programme for motorcyclists who already has an existing licence. They will have the opportunity to switch from Class B1 and Class B2 licence to a Class B licence, starting from October 1, 2024, provided that they fulfil the following conditions:
- Need to hold a Class B1 or B2 licence for a continuous period of 10 years
- Undergo a transition and adaptation programme at driving institutes at the cost of RM160
How Much Does A Motorcycle Licence Cost?
The course structure to obtain a motorcycle licence is similar to that of getting a car licence. The courses comprise of theory and practical lessons, which students will be tested on.
Theory Lessons
- Students learn about traffic laws at driving institutes. The lessons take around a total of six hours.
- Then, students take an online theory test at driving institutes. If you pass the test, you will be given a Learner Driving (L) Licence.
Practical Lessons
- Students complete practical driving lessons of around 16 hours.
- Students will undergo a preliminary practical driving test conducted by the driving institute. If they pass the test, they will proceed to the final practical driving test with the Road Transport Department.
- After passing the practical driving test, students will be given a probationary driving (P) licence that is valid for two years.
The cost of getting a motorcycle licence varies depending on the type of licence and the driving institute.
As motorcycles are generally considered as the more affordable transportation option, the Road Transport Department has set prices for the following services. These prices apply to the courses for Class B2 Motorcycle Licence.

Driving institutes can charge students for additional services such as student registration not exceeding RM50, insurance, photo taking, course materials and pick-up services.

Most of the driving centres focus on providing courses for obtaining Class B2 and Class B motorcycle licences. Class B2 licence is the more economical option for those who want to get around while Class B licence allows one to drive a wider variety of vehicles with larger engine capacities at a higher price.
From the data gathered above, you will likely need to spend around RM400 to RM1,000 to obtain a Class B2 motorcycle licence. Meanwhile, a course to obtain a Class B motorcycle licence would cost you around RM1,000 to RM1,700.
